Abstract

"A política externa de um Estado deve contemplar os seguintes objetivos: em primeiro lugar, a preservação de sua independência e segurança; em segundo lugar, a perseguição e a proteção de seus interesses econômicos; por último, suas políticas de ajuda econômica às nações estrangeiras, esforços para difundir a própria propaganda nacional e ideológica em países estrangeiros e seu apoio às missões de intercâmbio cultural e científico favoráveis a esse fim (DEUTSCH, 1970, p. 111)"
