Comercio internacional y desarrollo inclusivo: construyendo sinergias

Abstract

En este documento se analiza el potencial aporte del comercio internacional a la renovada visión integrada del desarrollo que se propone en dos documentos clave de la Comisión Económica para América Latina y el Caribe (CEPAL): La hora de la igualdad: brechas por cerrar, caminos por abrir, publicado en 2010, en ocasión del trigésimo tercer período de sesiones de la CEPAL, celebrado en Santo Domingo, y Cambio estructural para la igualdad: una visión integrada del desarrollo, publicado en agosto de 2012 para el trigésimo cuarto período de sesiones de la CEPAL realizado en San Salvador. En ambos documentos se propone la simultaneidad del crecimiento y un cambio estructural que mejore la igualdad y la sostenibilidad ambiental, respetando la diversidad de las realidades nacionales. La idea central de este trabajo es que el aporte del comercio internacional al desarrollo inclusivo no es automático y depende mucho de la calidad de las políticas público-privadas que lo orienten y complementen. El desarrollo inclusivo es un crecimiento que genera una inserción laboral, productiva y social más satisfactoria y equitativa, lo que depende, en gran medida, de un conjunto de políticas que promueven la convergencia productiva y los cambios institucionales, y garantizan la protección social.
