Abstract

El documento fue elaborado en el marco del proyecto CEPAL/ Gobierno de los Países Bajos "Impacto de género de la reforma de pensiones en América Latina". El estudio analiza las formas que han adoptado las sociedades latinoamericanas para otorgar cuidado a la ciudadanía y en especial a la población adulta mayor, siendo los sistemas de protección social uno de los mecanismos utilizados para cumplir esta función. En ese contexto se analiza la distribución de las responsabilidades del cuidado entre diversos actores sociales, demostrando que parte significativa de esta carga ha recaído siempre, incluso en las actuales sociedades desarrolladas, en la familia. Esto determina que las mujeres o bien deben excluirse del mercado laboral o bien enfrentan mayores dificultades que los hombres para conciliar roles productivos y reproductivos. Otra importante consecuencia ha sido la absoluta vinculación práctica y simbólica del derecho de las mujeres a la protección social a la familia.
