Abstract

O Brasil tem assistido, nos últimos anos, a um processo de fragilização de organizações, processos e instrumentos de planejamento governamental no nível federal. Ainda em 2019, o governo Bolsonaro apresentou ao Congresso Nacional uma Proposta de Emenda à Constituição (PEC) para a retirada do Plano Plurianual (PPA) do quadro constitucional, um ato bastante simbólico do esvaziamento das funções de planejamento no Poder Executivo. Após a extinção do Ministério do Planejamento, com a criação do superministério da Economia, no início da sua gestão, o que havia sobrado de estrutura institucional da antiga Secretaria de Planejamento foi incorporado à Secretaria de Orçamento Federal, como uma subsecretaria do PPA.
