Abstract

O livro Governança Orçamentária no Brasil é produto de um amplo projeto de pesquisa iniciado na Diest/Ipea, em 2019. A pandemia de covid-19, com suas gravíssimas repercussões sanitárias, sociais e econômicas, colocou em xeque a ação do Estado em diversas dimensões, e as possibilidades do orçamento como principal instrumento de financiamento da ação pública para enfrentamento da crise adquiriram ainda mais importância. A obra reúne 27 capítulos, de autoria de uma rede ampla de pesquisadores, especialistas e practitioners que estabeleceram ao longo dos últimos anos um diálogo intenso e que aportam diversas lentes analíticas às regras que governam o processo orçamentário no país.
