Abstract

Este documento fue elaborado en forma conjunta por el Departamento Nacional de Planeación (DNP) de Colombia, Compromiso Empresarial para el Reciclaje (CEMPRE) Colombia, y la Comisión Económica para América Latina y el Caribe (CEPAL). Resume los resultados de una encuesta cuyo objetivo fue elaborar un diagnóstico sobre la situación actual de la gestión integral de residuos sólidos en los municipios de Colombia a partir del conocimiento de las administraciones municipales para proporcionar una información útil en la toma de decisiones a los diferentes actores involucrados en la gestión y gobernanza de los residuos en el país. Las preguntas se enfocaron específicamente en tres objetivos: comprender el estado del funcionamiento administrativo y los principales actores de la gestión de los residuos sólidos en los municipios; identificar los instrumentos normativos y de planificación, así como las respectivas responsabilidades de la administración local; y por último, conocer las acciones que realizan los municipios para garantizar la adecuada gestión de los residuos sólidos, promover su aprovechamiento, y fomentar la inclusión de recicladores de oficio. Este informe presenta el resumen de la información proporcionada por 198 administraciones locales que respondieron a las preguntas y que representan a un 41% de la población nacional.
