Abstract

Durante las últimas tres décadas se han producido grandes avances en materia de reconocimiento del carácter pluriétnico y multicultural de los estados y naciones del mundo. En este escenario, en 1993 Chile promulgó la Ley 19.253, conocida también como Ley Indígena; a lo que se suma la ratificación del Convenio 169 de la Organización Internacional del Trabajo (OIT) sobre pueblos indígenas y tribales en el año 2008. Este Atlas responde a la necesidad básica de contar con indicadores convencionales de situación sociodemográfica y salud que permitan evaluar y monitorear la implementación de las políticas públicas destinadas a lograr una mayor justicia social y bienestar en los pueblos indígenas. Sin perjuicio de ello, cabe señalar que uno de los desafíos pendientes es el desarrollo de indicadores más pertinentes, que permitan estimar desde los propios conceptos indígenas la situación de salud y bienestar de una manera integral. Este trabajo se enmarca en el Acuerdo de Cooperación Técnica entre el Ministerio de Salud de Chile (MINSAL) y la Comisión Económica para América Latina y el Caribe de Naciones Unidas (CEPAL), a través del Centro Latinoamericano y Caribeño de Demografía (CELADE-División de Población de la CEPAL), establecido durante el año 2008. Dicho convenio tiene el objetivo de aunar esfuerzos institucionales para mejorar la producción de información sociodemográfica y de salud sobre pueblos indígenas de Chile.
