Abstract

En los últimos 30 años la mayoría de los países de América Latina han implementado políticas de apertura comercial, tanto de forma unilateral, multilateral, como en el marco de acuerdos comerciales regionales y extrarregionales. Estas políticas resultaron en una reducción de los aranceles y las barreras no arancelarias, que han generado aumentos en los niveles de comercio e inversión, aunque la magnitud de estos aumentos ha sido modesta y no se condice con las expectativas que se tenía sobre su impacto en el crecimiento y el bienestar. Una razón para ello radica en que las medidas de apertura mencionadas no generaron incrementos signicativos y sostenidos en el intercambio intrarregional. El presente reporte explora la hipótesis de que la baja inserción internacional de las empresas en América Latina se debe, en parte, al poco aprovechamiento del espacio regional como complemento de una estrategia de expansión global de las exportaciones. Esta hipótesis pone el foco en la retroalimentación y los bene cios entre la apertura regional y global, o lo que se ha dado en llamar regionalismo abierto. Para lograr esta mayor inserción regional y global, el reporte propone actuar sobre tres áreas especí cas: la facilitación del comercio, la infraestructura física y la integración productiva.
