Abstract

Die Studie des ifo Instituts München, die in Zusammenarbeit mit con_sens Hamburg erstellt wurde, zeigt die angespannte Situation des überörtlichen Sozialhilfeträgers im Freistaat Sachsen, dem Landeswohlfahrtsverband (LWV) auf. Ursächlich dafür sind stetig steigende Fallzahlen in der Eingliederungshilfe (Behindertenhilfe i. w. S.) und die damit einhergehenden finanziellen Belastungen. Es wird deshalb eine weitgehende Verlagerung der Aufgaben auf die Kommunen gefordert, um Aufgabenwahrnehmung und Ausgabenverantwortung auf der niedrigstmöglichen Ebene (Subsidiaritätsprinzip) in Einklang zu bringen und damit die strukturellen Anreize zu kostenbewußtem und effizientem Handeln in der Sozialhilfe zu schaffen. Eine zwangsweise Umlagefinanzierung wie bisher würde weitgehend entfallen. Stattdessen würden wettbewerbsorientierte Strukturen aufgebaut werden. Diese Verlagerung wird auch deshalb empfohlen, um die bestehende getrennte Zuständigkeit, bei ambulanter Hilfe der örtliche, bei stationärer Hilfe der überörtliche Träger, zu überwinden und das Verschieben von Fällen zum Wohlfahrtsverband und damit zur teureren stationären Versorgung zu verhindern. Neben diesen notwendigen Reformschritten wird auch eine kritische Überprüfung der Standards empfohlen.
