Abstract

The book “Preservation and development of human capital in education and science in Bulgaria” presents the results of a monographic study done in the period 2009-2011 within the framework of the scientific research programme of the Economic Research Institute at the Bulgarian Academy of Sciences. It is dedicated to the highly topical question related to the worsening status of human capital in the spheres of education and science during the last 20 years in Bulgaria. This situation predetermines the necessity for creation of appropriate conditions for preservation and development of the human capital of the country in relation with the processes of European integration, construction of a knowledge economy, as well as with the overcoming of the negative effects of the latest economic crisis. The monograph is an attempt of a complex investigation of the theoretic and applied aspects of this problem, as a result of which the nature, characteristics and social functions of the human capital in education and science are determined; quantitative and qualitative assessment of its status in economic aspect is made; and some more important directions for its future development are substantiated, taking into account its role and place in the economy of the country. The book is addressed to the competent state authorities, including the Ministry of Education, Youth and Science, the academic society, students and all those who are interested in the future of the human capital in education and science in Bulgaria.
