Arbeitsmarktreformen in einem Mikrosimulations- und CGE-Modell

Abstract

Die aktuelle Diskussion über die Reformen am Arbeitsmarkt kreist nach wie vor um das Arbeitslosengeld II (ALG II). Strittig ist insbesondere die Ausgestaltung des ALG II zur Bekämpfung der Beschäftigungsprobleme gering qualifizierter Arbeitsloser, die neben den Langzeitarbeitslosen eine der beiden Problemgruppen auf dem Arbeitsmarkt darstellen. Zielführende Vorschläge wollen das ALG II zu einem Kombilohn weiter entwickeln, um das "Fördern und Fordern" beim ALG II zu verstärken. In diese Richtung gehen Modelle beispielsweise des Sachverständigenrates zur Begutachtung der gesamtwirtschaftlichen Entwicklung, die indes noch ihrer Umsetzung seitens der Bundesregierung harren.
