Die neue Vergabestatistik: Konzeption, Methodik und erste Ergebnisse

Abstract

Die Vergabestatistik ist eine neue Statistik, die seit Oktober 2020 erstmals und umfassend den öffentlichen Einkauf, das heißt die öffentlichen Aufträge und Konzessionen aller staatlichen Ebenen in Deutschland, darstellt. Der Artikel bietet einen Überblick über die Rechtsgrundlagen der Vergabestatistik und beschreibt anhand der Phasen des Geschäftsprozessmodells der amtlichen Statistik deren Konzeption. Neben der Darstellung der rechtlichen und methodischen Herausforderungen dieser Statistik stehen insbesondere erste empirische Ergebnisse der Vergabestatistik im Fokus. Es stellte sich heraus, dass ein Großteil der Vergaben zwar auf der kommunalen Ebene stattfindet, das Gros des Auftragsvolumens jedoch auf der Landesebene zu verzeichnen ist.
