Überlegungen zu einem Gebäude- und Wohnungsregister: Aufbau, Pflege und Nutzung

Abstract

Derzeit gibt es in Deutschland kein einheitliches und flächendeckendes Register mit Informationen zu allen Gebäuden und Wohnungen. Diese Lücke soll durch den Aufbau eines Gebäude- und Wohnungsregisters (GWR) geschlossen werden. Das GWR kann als Verwaltungsregister Bund, Länder und Kommunen bei Planungs- und Vollzugsaufgaben (etwa bei der Wohnungspolitik, der Stadtentwicklung oder beim Klimaschutz) unterstützen. Zudem ist das GWR eine wichtige Datengrundlage für den Registerzensus, um künftig Zensusergebnisse zu Gebäuden, Wohnungen und Haushalten in einem rein registerbasierten Verfahren häufiger, aktueller sowie georeferenziert zu ermitteln. Der Aufsatz stellt die aktuellen konzeptionellen Überlegungen zu Aufbau und Pflege des GWR vor und diskutiert insbesondere die Nutzung bestehender Verwaltungsdaten im Immobilienbereich (aus Bau-, Finanz- und Vermessungsverwaltung).
