Auswahlplan und Stichprobenhauptziehung für den Zensus 2022

Abstract

Der Zensus 2022 wird in Deutschland – wie bereits der Zensus 2011 – mithilfe von registergestützten Verfahren durchgeführt. Zentrale Bedeutung, insbesondere im Hinblick auf die Ermittlung der Einwohnerzahlen der Kommunen, kommt im Zensus den Daten der Melderegister zu. Diese sind jedoch um Über- und Untererfassungen (sogenannte Karteileichen und Fehlbestände) zu korrigieren. Ein wichtiges Werkzeug hierfür wird eine sogenannte geschichtete Zufallsstichprobe sein. Sie dient neben der Korrektur der Daten aus den Melderegistern im Hinblick auf die Ermittlung der Einwohnerzahlen auch der Erfragung von Merkmalen, die nicht in Registern zu finden sind. Der Beitrag behandelt insbesondere das Stichprobendesign, das heißt die Ausgestaltung des Auswahlplans und die Methodik der Stichprobenziehung.
