Arbeitskosten und Wettbewerbsfähigkeit im EU-Vergleich 2000 bis 2019

Abstract

Die Arbeitskosten je geleistete Arbeitsstunde sind ein wichtiger Indikator zur Beurteilung der internationalen Wettbewerbsfähigkeit von Volkswirtschaften. Sie können durch wirtschaftspolitische und betriebswirtschaftliche Maßnahmen auch kurzfristig beeinflusst werden, um die Wettbewerbsfähigkeit zu verbessern. Das ist insbesondere in ökonomischen Krisenzeiten von Bedeutung. Dieser Beitrag stellt die Entwicklung der Arbeitskosten in den letzten zwei Jahrzehnten im EU-Vergleich dar und analysiert sie. Ein Schwerpunkt liegt dabei auf der Veränderung der relativen Wettbewerbsfähigkeit Deutschlands im Vergleich zu den anderen EU-Mitgliedstaaten im Zeitraum von 2000 bis 2019 unter besonderer Berücksichtigung der Einflüsse der Finanz- und Wirtschaftskrise 2008/2009. Dabei wird auf die Ergebnisse der EU-weit alle vier Jahre harmonisiert durchgeführten Arbeitskostenerhebung und deren jährlicher Fortschreibung mittels des Arbeitskostenindex zurückgegriffen.
