Bürokratiekosten der Energiewende

Abstract

Der Begriff Energiewende beschreibt ein umfangreiches politisches Maßnahmenpaket zum Ausstieg aus der Kernenergie und zur Nutzung von erneuerbaren Energien. Bei der Umsetzung entstehen direkte Ausgaben, beispielsweise für die Subvention erneuerbarer Energien oder den Stromnetzausbau, sowie weitere Kosten in Form von Bürokratiekosten und Erfüllungsaufwand für die Energiewirtschaft. Der Artikel untersucht, wie sich die Bürokratiekosten der Energiewende im Vergleich mit den Kosten der Finanzkrise bei der Erbringung von Finanz- und Versicherungsdienstleistungen sowie der Gesamtwirtschaft seit 2011 entwickelt haben. Dafür werden der Bürokratiekostenindex, das Verhältnis der branchenspezifischen Bürokratiekosten zur Bruttowertschöpfung und die Änderungen des jährlichen und einmaligen Erfüllungsaufwands näher betrachtet.
