Abstract

In Deutschland und Europa ist es trotz des Stabilitätspaktes zu einem Anstieg der Staatsverschuldung gekommen. Wie läßt sich die staatliche Verschuldung wirksam begrenzen? Welche Bedingungen müßte ein Konzept erfüllen, das auch in der Öffentlichkeit nachvollziehbar ist?
