Können Festnetzmärkte bestreitbar sein?

Abstract

Die Regulierung des Telefonnetzes ist nach wie vor umstritten. Einige Autoren plädieren dafür, anhand der Theorie bestreitbarer Märkte zielgenau regulierungsrelevante Teilbereiche zu identifizieren und entsprechende regulierende Maßnahmen zu ergreifen. Reicht diese Argumentation aus, um die bestehende Regulierung zu ersetzen? Wird hiermit ein sich selbst tragender und tatsächlich effektiver Wettbewerb hergestellt und gewährleistet?
