Mehr Zielgenauigkeit und Transparenz durch eine steuerfinanzierte Familienkasse

Abstract

In seinem „Beitragskinderurteil“ vom 3.4.2001 hat das Bundesverfassungsgericht eine verfassungswidrige Benachteiligung von Familien in der sozialen Pflegeversicherung festgestellt und zugleich den Gesetzgeber verpflichtet, bis Ende 2004 einen Ausgleich der Benachteiligung „innerhalb dieses Systems“ auf der Beitragsseite vorzunehmen. Eine Umsetzung dieses Urteils würde nach derzeitigen Plänen tendenziell eine vermehrte Beitragsfinanzierung familienbezogener Leistungen zur Folge haben. Professor Winfried Schmähl plädiert demgegenüber für mehr Zielgenauigkeit und Transparenz in der Familienpolitik durch eine steuerfinanzierte Familienkasse.
