Hoher Wohlstand und viel soziale Sicherheit für wenig Arbeit?

Abstract

Mit steigender Arbeitslosigkeit geraten die Systeme der sozialen Sicherung in Deutschland immer mehr unter Druck. Ganz offensichtlich hält die Gesellschaft an den großzügig ausgebauten Systemen jedoch fest. Auch eine Auffächerung der Lohnstrukturen und längere Arbeitszeiten scheinen nicht gewollt. Lässt sich in einem solchen institutionellen Umfeld das Problem der steigenden Arbeitslosigkeit wirksam bekämpfen? Welche Rolle spielen dabei Globalisierung, struktureller Wandel und technischer Fortschritt? Welche Reformen sind notwendig?
