    Mit der Arbeitslosen- und Sozialhilfe bestehen nebeneinander zwei unterschiedliche, bedürftigkeitsabhängige Sozialtransfersysteme. Wo liegen die Probleme bei den einzelnen Instrumenten? Wie sind die Vorschläge zur Reform und Integration beider Systeme zu beurteilen? Wie sollte ein politisch durchsetzbarer Reformvorschlag ausgestaltet sein? --
