Solo-Selbstständige und Werkvertragsbeschäftigte als Katalysatoren des digitalen Wandels in deutschen Unternehmen

Abstract

In rund jedem vierten Unternehmen in Deutschland waren im Jahr 2021 Solo-Selbstständige oder Angehörige von Fremdfirmen im Rahmen von Dienst- oder Werkverträgen tätig. Dies ist das Ergebnis einer empirischen Analyse auf Basis der 29. und 30. Welle des IW-Personalpanels aus dem Frühjahr und Sommer 2022. Die Unternehmen setzen auf Solo-Selbstständige und Werkvertragsbeschäftigte aus Fremdfirmen, weil ihr zusätzlicher Personalbedarf zeitlich begrenzt ist, sie diesen mit Fremdpersonal schnell befriedigen können und zudem Zugang zu spezifischem Know-how erhalten, das ansonsten in der Belegschaft nicht vorhanden ist. Zudem übt ihr Einsatz eine Versicherungsfunktion aus. Der Einsatz von Fremdpersonal ist ein Katalysator für die digitale Transformation auf Unternehmensebene. Solo-Selbstständige spielen dabei eher eine wichtige Rolle bei der Einführung von digitalen Grenztechnologien, während Fremdfirmen mit ihren Werkvertragsbeschäftigten eher bei der Implementierung reiferer Technologiearten zum Einsatz kommen.
