Auftrieb mit wenig Rückenwind: IW-Konjunkturprognose Herbst 2013

Abstract

Die Weltkonjunktur hatte zuletzt deutlich an Schwung verloren. In Europa kam es infolge der Staatsschulden- und Bankenkrise zu einer Rezession. Außerdem waren markante Bremseffekte in den aufstrebenden Volkswirtschaften zu verzeichnen. Die Rückwirkungen aus den fortgeschrittenen Ländern, die Strukturprobleme und zuletzt die Gefahr von Kapitalabflüssen können dies erklären. Die globalen Perspektiven haben sich aber wieder aufgehellt. In Europa wurde die Wende vollzogen und die Schwellenländer nehmen wieder an Fahrt auf. Der früher gewohnte Schwung wird der Weltwirtschaft aber fehlen. Wegen der schlechteren preislichen Wettbewerbsfähigkeit der deutschen Wirtschaft wird ihr Außenhandel nur moderat zulegen. Insgesamt zieht die Investitionstätigkeit hierzulande wieder an. Dies aber nur, wenn sich die steuerpolitischen Rahmenbedingungen nicht verschlechtern. Der robuste Arbeitsmarkt wird auch weiterhin die Konsumkonjunktur anregen. Der Konsum stabilisiert aber mehr als er stimuliert. Vor diesem Hintergrund wird die deutsche Wirtschaft im Jahr 2013 um gut ½ Prozent wachsen. Im Jahr 2014 legt sie um gut 1 ½ Prozent zu. Die Arbeitslosigkeit wird sich im Jahresdurchschnitt 2014 auf 2,86 Millionen Personen oder auf 6 ½ Prozent belaufen. Beim Staatshaushalt wird in diesem Jahr ein leichtes Defizit und im kommenden Jahr ein Überschuss von knapp ½ Prozent des BIP realisiert.
