Schwächung ohne Absturz: IW-Konjunkturprognose Frühjahr 2008

Abstract

Die konjunkturelle Entwicklung in Deutschland wird deutlich an Schwung verlieren. Eine Rezession kann allerdings ausgeschlossen werden. Im Jahr 2008 wird das reale Bruttoinlandsprodukt um 1,7 Prozent und im kommenden Jahr um 1,4 Prozent zulegen. Die schwächer tendierende Weltwirtschaft schlägt sich in einem geringeren Wachstum der deutschen Exporte und der Inlandsinvestitionen nieder. Die anhaltend hohe Inflation bremst die Konsumexpansion ab. Der private Verbrauch wird in den Jahren 2008 und 2009 gleichwohl von einer fortgesetzten Erholung am Arbeitsmarkt angetrieben. Die Arbeitslosigkeit sinkt im Jahresdurchschnitt 2009 auf 3,3 Millionen Personen, was einer Arbeitslosenquote von 7,6 Prozent entspricht. Die Anzahl der Erwerbstätigen steigt – allerdings mit nachlassendem Tempo – auf fast 40,2 Millionen Personen im Jahresdurchschnitt 2009 an. Wegen der nachlassenden Ausgabendisziplin werden die öffentlichen Haushalte in diesem wie im nächsten Jahr wieder ein Finanzierungsdefizit realisieren.
