Die Entwicklung der Balance zwischen Erwerbstätigkeit und Sozialleistungsbezug in Deutschland

Abstract

Im Vergleich mit dem Jahr 1980 ist die Erwerbstätigenquote in Deutschland gesunken und die Sozialleistungsempfängerquote angestiegen. In der Gruppe der wirtschaftlich aktiven 18- bis 64-Jährigen hat der Anteil der Sozialleistungsempfänger bis zum Jahr 2006 um 11,8 Prozentpunkte zugelegt. Gleichzeitig ist der Anteil der sozialversicherungspflichtig Beschäftigten, Beamten und Selbstständigen an der gleichaltrigen Bevölkerung um 5,9 Prozentpunkte zurückgegangen. Zu den wichtigsten Bestimmungsgrößen dieser Entwicklung zählen die zunehmende Arbeitslosigkeit und die politische Ausweitung der Leistungen. Welche Herausforderungen sich aus dieser verschlechterten Balance von Erwerbstätigkeit und staatlicher Fürsorge für die nachhaltige Sicherung des Sozialstaates ergeben, wird deutlich, wenn die entsprechenden Quoten für die Gesamtbevölkerung herangezogen werden. Hier ist die Sozialleistungsempfängerquote inzwischen fast ebenso hoch wie die Erwerbstätigenquote.
