Auswirkungen der monetären Umverteilung in Deutschland

Abstract

Der Sozialstaat steht in Deutschland nicht nur wegen seines Ausmaßes, sondern auch wegen seiner Komplexität und Intransparenz in der Kritik. Offensichtlich bringt er dennoch konsistente Verteilungsergebnisse hervor. Die Haushalte der drei Dezile mit den niedrigsten Markteinkommen beziehen knapp 60 Prozent der öffentlichen Transfers. Umgekehrt tragen die Haushalte der drei Dezile mit den höchsten Markteinkommen 62 Prozent der Abgabenlast. Der für Erwerbstätige monoton fallende Verlauf des Saldos aus öffentlichen Transfers und Zwangsabgaben widerlegt die Vermutung systematisch angelegter Sozialstaatsfallen – unabhängig von den Anreizproblemen in einzelnen Teilsystemen. Auch der mit höherem Markteinkommen steigende Anteil der Finanzierungsbeiträge entspricht einer Verteilung von oben nach unten.
