Umwelt-Effizienz im internationalen Vergleich

Abstract

Die umweltpolitische Diskussion wird zunehmend von Effizienzfragen bestimmt. Dabei geht es nicht nur um Instrumente, mit denen bestimmte umweltpolitische Ziele möglichst kostensparend erreicht werden können. Noch wichtiger ist der effiziente Umgang mit den Umweltressourcen selbst. Nur durch eine sinkende Intensität der Umweltnutzung bei der Produktion von wirtschaftlichem Wohlstand können ökonomische, soziale und ökologische Ziele entsprechend dem Konzept der nachhaltigen Entwicklung verfolgt werden. Vor dem Hintergrund endlicher und teurer fossiler Energierohstoffe gewinnt der sparsame Umgang mit ihnen zusätzlich an Bedeutung. Der vom Institut der deutschen Wirtschaft Köln neu entwickelte IW-Umwelt- Effizienz-Indikator zeigt, dass Deutschland effizienter mit den verschiedenen natürlichen Ressourcen umgeht als viele andere Länder.
