IW-Bildungsmonitor 2005: Die Bildungssysteme der Bundesländer im Vergleich

Abstract

Die Bildungssysteme der Bundesländer in Deutschland haben gegenüber dem Vergleichszeitraum 1998 bis 2002 Fortschritte darin erzielt, die Bedingungen zum Erwerb von Humankapital zu verbessern und damit zu günstigeren Voraussetzungen für wirtschaftliches Wachstum beizutragen. Der vom Institut der deutschen Wirtschaft Köln entwickelte Bildungsmonitor 2005 zeigt für das Jahr 2003, dass weiterhin zwischen den Bundesländern erhebliche Unterschiede bestehen. Baden-Württemberg, Bayern, Sachsen und Thüringen stehen an der Spitze und bilden im Rahmen einer Clusteranalyse eine eigene Gruppe. Innerhalb dieser Spitzengruppe konnte eine Konvergenz bei den Indikatoren beobachtet werden, und die Gruppe konnte ihren Vorsprung gegenüber dem Durchschnitt der anderen Bundesländer sogar noch leicht ausbauen. Sie überzeugt dabei vor allem durch eine hohe Ausbildungsqualität und einen effizienteren Einsatz öffentlicher Ressourcen. Auch die vormaligen Schlusslichter Berlin und Bremen konnten sich erheblich verbessern.
