Entwicklung und Schwerpunkte der Regionalförderung in Deutschland

Abstract

Ostdeutschland war im Zeitraum 1991 bis 2004 mit 86 Prozent der Förderfälle und 90 Prozent der im Rahmen der Gemeinschaftsaufgabe zur Förderung der regionalen Wirtschaftsstruktur vergebenen Mittel der Schwerpunkt der deutschen Regionalförderung. Dabei entfielen auf die Industrie vier Fünftel der bewilligten Mittel. Raumordnungsregionen mit hohen Fördermitteln stechen aber nicht immer durch Cluster moderner und wachstumsstarker Industrien hervor. Die Mittelkonzentration auf solche Cluster wird zudem derzeit nicht einhellig befürwortet. Für die Zukunft der Regionalförderung in Deutschland lassen sich aus Sicht des Instituts der deutschen Wirtschaft Köln drei Forderungen formulieren. Es darf erstens zu keiner weiteren Senkung der Investitionsförderung in Ostdeutschland kommen. Zweitens sollten die Mittel im Rahmen des Solidarpakts II künftig leistungsstärkend verteilt werden, und drittens muss dem Bestreben der Europäischen Kommission, ihren Einfluss bei der Regionalpolitik zu verstärken, Kontra geboten werden.
