Zur Berechnung des Humankapitalbestands in Deutschland

Abstract

Trotz der zunehmenden Bedeutung eines hohen Humankapitalbestands für die technologische Wettbewerbsfähigkeit einer Volkswirtschaft liegen bisher kaum Daten zum Humanvermögen in Deutschland vor. Die wenigen vorhandenen Studien basieren zudem häufig nur auf den direkten Ausbildungskosten. Aber auch die indirekten Kosten in Form von entgangenem Einkommen sind ein wichtiger Bestandteil der Bildungskosten und daher in die Messung des Humankapitalbestands mit einzubeziehen. Berechnungen des Instituts der deutschen Wirtschaft Köln zeigen, dass der reale Humankapitalstock der voll erwerbstätigen Personen in Deutschland im Untersuchungszeitraum 1992 bis 1999 kaum angestiegen ist. Im Verhältnis zum Sachkapitalstock ergibt sich keine Humankapitalintensivierung des Produktionsprozesses in Deutschland. Zudem fand eine Strukturverschiebung von niedrig zu hoch qualifizierten Arbeitskräften statt.
