Bildung und wirtschaftlicher Strukturwandel im internationalen Vergleich

Abstract

Internationale Vergleiche bescheinigen der Bundesrepublik Deutschland im Bereich mittlerer Ausbildungsqualifikationen überdurchschnittliche Standards, bei der akademischen Bildung indes erhebliche Defizite. Vor allem gibt es hierzulande zu wenig Studienanfänger, während im Sekundar-II-Bereich die Abschlüsse über dem internationalen Durchschnitt liegen. Dieses Qualifikationsbild passt eher zu einem traditionell geprägten Industriestandort als zu einer Dienstleistungswirtschaft, in der wissensorientierte Dienste das Wirtschaftswachstum forcieren. Wenn Deutschland beim Strukturwandel in Richtung Dienstleistungen mithalten will, muss es erheblich mehr Akademiker ausbilden. Dies verlangt für den universitären Bereich nicht nur eine breitere Finanzbasis, die auch durch Studiengebühren und vermehrtes Sponsoring ergänzt werden kann. Eine dem wirtschaftlichen Entwicklungsstand Deutschlands angemessene Hochschulfinanzierung hätte schon 1998 Mehrausgaben von 10,6 Milliarden DM erfordert.
