Regulierungsdichte und technischer Fortschritt

Abstract

Internationale Vergleiche belegen eindeutig, dass die innovative Performance einer Volkswirtschaft umso besser ausfällt, je weniger ihre Produktmärkte durch staatliche Regulierungen behindert werden. Die Bundesrepublik Deutschland belegt in dem 27-Länder-Vergleich eine auffällige Position. Obwohl sie hinsichtlich der staatlichen Regulierung nur mittelmäßig abschneidet, ist ihre innovative Performance vergleichsweise gut. Diese ist zu einem erheblichen Teil auf ihre robuste Weltmarktposition im Bereich der gehobenen Technologie zurückzuführen, die sie vor allem dem Automobil- und Maschinenbau verdankt. Wesentlich ungünstiger schneidet Deutschland in der Spitzentechnologie ab. Hier werden bei relativ hohem Forschungsaufwand nur begrenzte Markterfolge erzielt.
