Produktivitätsrückstand der ostdeutschen Wirtschaft: Eine zusammenfassende Bewertung

Abstract

Zehn Jahre nach der deutschen Vereinigung erreicht die Wirtschaft in Ostdeutschland im Durchschnitt erst ein Niveau der Arbeitsproduktivität, das bei zwei Dritteln des entsprechenden westdeutschen Wertes liegt. Nach erheblichen Produktivitätssteigerungen in der ersten Phase des Umstrukturierungsprozesses ist in der zweiten Hälfte der neunziger Jahre eine weitere Konvergenz der Arbeitsproduktivitäten kaum noch festzustellen. Da die Produktivität als Schlüsselgröße für die weitere Einkommensentwicklung, für die Wettbewerbsfähigkeit der Unternehmen und den Transferbedarf der neuen Länder gelten kann, ist die Frage nach den Ursachen des Produktivitätsrückstands von unmittelbarem – auch wirtschaftspolitischem – Interesse. Im Rahmen einer umfassenden Untersuchung8 hat das Institut für Wirtschaftsforschung Halle deshalb die Gründe für die Produktivitätslücke zwischen Ost- und Westdeutschland näher analysiert und Schlussfolgerungen für den weiteren Konvergenzprozess der ostdeutschen Wirtschaft abgeleitet. In diesem Artikel werden die wichtigsten Ergebnisse dieser Studie vorgestellt.
