Ostdeutscher Bausektor im freien Fall?

Abstract

Es werden die mittelfristige Entwicklung der Baunachfrage in Ostdeutschland und die sich daraus ergebenden Konsequenzen für das ostdeutsche Baugewerbe untersucht. Grundlage für die Bestimmung der Baunachfrage ist der Nachholbedarf an Bauleistungen, der sich an der Ausstattung eines Wirtschaftsraumes mit baulichen Anlagen misst, die bei gleichgewichtigem Wachstum der Wirtschaft dem produzierten Einkommen entspricht. Referenzgröße für die so definierte Normalausstattung in Ostdeutschland ist nicht das im früheren Bundesgebiet erlangte aktuelle, sondern das in den zurückliegenden Jahren realisierte, trendmäßige Ausstattungsniveau, das dem heutigen Pro-Kopf-Einkommen in Ostdeutschland gleichkommt. Vom IWH durchgeführte Umfragen deuten darauf hin, dass unter diesen Bedingungen - aktive Anpassungsstrategien unterstellt - mehr als die Hälfte der Bauunternehmen gute Chancen für einen längerfristigen Bestand am Markt aufweist.
