Über Willkommenskultur und Einwanderungspolitik

Abstract

Der Beitrag befasst sich mit der Anwerbung qualifizierter und hochqualifizierter Arbeitnehmer aus dem Ausland nach Deutschland. Während ökonomische Theorien vornehmlich den Reallohn als Anreiz für Migration sehen, stellt dieser Beitrag auf weiche Faktoren ab, die für Migrationsentscheidungen ebenfalls relevant sind und mit deren Einfluss sich die Migrationsliteratur seit längerem beschäftigt. Diese Aspekte werden landläufig als Willkommenskultur bezeichnet. Sie soll es Migranten erleichtern, nach Deutschland zu ziehen. Dass dieser Aspekt vernachlässigt wurde, erweist sich vor allem bei der Anwerbung qualifizierter und hochqualifizierter Arbeitskräfte als Nachteil. Der Beitrag diskutiert den Begriff sowie zentrale Aspekte einer Willkommenskultur und zeigt mögliche Schwachpunkte in der Anwerbung ausländischer Fachkräfte auf.
