Kapitalflucht aus Rußland? Unsicherheit über Reformkurs fördert Kapitalabflüsse

Abstract

Russland weist relativ geringe Direkt- und Portfolioinvestitionen im Ausland auf. Während diese Kapitalexporte die wirtschaftliche Entwicklung im Inland stabilisieren und vorantreiben können, gehen erhebliche Risiken für den Reformprozess von den privaten Kapitalabflüssen aus, deren Motiv häufig der Schutz vor dem Vermögenszugriff russischer Behörden ist. Kapitalflucht ist ein Indikator für die mangelhaften politischen und wirtschaftlichen Rahmenbedingungen in Russland. Ansatzpunkte zur Bekämpfung der Kapitalflucht liegen nicht in der Einführung von Kapitalverkehrskontrollen. Vielmehr sollte das Augenmerk auf der Haushaltskonsolidierung in Verbindung mit einer konsequenten Steuerreform liegen.
