The Origins of the “Cause of the Poor”: Logics of Appropriation of a “New Social Problem” in Spain (1960–1990)

Abstract

A vast literature exists on contemporary transformations on welfare state models in Europe. However, these works tend to be focused on the study of social policies embodying these transformations. This article defends the idea that new social policies are preceded by a process of requalification of the social problems by using new categories such as poverty/new poverty instead of inequality or unemployment. The social logics of this process of requalification are linked to the transformations in the structure of the Catholic field after the Second World War, as well as the transformations in the intellectual field since the 1960s. These transformations have a transnational nature and affect countries with different welfare state regimes. 关于当代欧洲福利状况模式的转变存在大量文献。然而,这些文献都倾向于把研究重点放在体现了这些转型的社会政策上面。本文持以下观点:新的社会政策在出现之前会经历一个对社会问题进行重新定性的过程,比如使用“贫困/新贫困”这种新分类法来替代以前的“不平等或失业”。而这个重新定性的过程,其社会逻辑源于以下两点:一是第二次世界大战之后,天主教领域结构的转变,二是自二十世纪六十年代以来知识领域的变化。这些变化所具有的跨国性质,使得不同国家的福利制度都受到了影响。由于西班牙的国家福利制度与其他欧洲国家存在很大区别,因此可以将西班牙作为进一步了解该过程的良好案例研究。 Una vasta literatura existe sobre el tema de las transformaciones contemporáneas de los modelos de estado de bienestar en Europa. Sin embargo, estos trabajos tienden a estar enfocados en las políticas sociales que encarnan estas transformaciones. Este artículo defiende la idea que las nuevas políticas sociales van precedidas por un proceso de recalificación de los problemas socialesa través del uso de nuevas categorías como pobreza/nueva pobreza en vez de desigualdad o desempleo. Las logicas sociales social de este proceso de recalificación estanligadas a las transformaciones en la estructura del campo católico después de la Segunda Guerra Mundial, así comoa las transformaciones en el campo intelectual desde 1960. Estas transformaciones tienen una naturaleza transnacional y afectan a países con diferentes regímenes de estado de bienestar.
