Kräftige Erholung im europäischen Bauwesen. Euroconstruct-Prognose bis 2024

Abstract

Das europäische Bauwesen schrumpfte im Krisenjahr 2020 deutlich, wenngleich die Verluste geringer ausfielen als noch Anfang 2021 erwartet. Wie sich zeigte, war das Bauwesen im Vergleich zur Gesamtwirtschaft weniger stark von der COVID-19-Krise betroffen und erholte sich deutlich rascher. Bereits 2021 wurde das Bauvolumen in den 19 Euroconstruct-Ländern wieder deutlich ausgeweitet (+5,6%) und erreichte zum Jahresende 1.740 Mrd. €, womit die Bauproduktion schon im ersten Jahr nach Ausbruch der COVID-19-Pandemie das Niveau des Vorkrisenjahres 2019 übertraf. Der Aufschwung im Bauwesen dürfte, wenn auch mit abnehmender Dynamik, über den gesamten Prognosezeitraum bis 2024 anhalten. Ab 2022 dürfte dabei insbesondere der Tiefbau Wachstumsimpulse liefern. Im Vergleich zum Durchschnitt der Euroconstruct-Länder war das Wachstum der Bauwirtschaft in Österreich 2021 relativ schwach (+5,4%). Allerdings war die österreichische Bauproduktion 2020 im internationalen Vergleich unterdurchschnittlich eingebrochen. Am stärksten nahm 2021 die Bautätigkeit im sonstigen Hochbau zu (z. B. Industrie , Büro , Geschäftsgebäude); hier kam es nach dem Einbruch des Vorjahres (–8,6%) zu einem spürbaren Aufholeffekt (+8,0%), wenngleich das Vorkrisenniveau noch nicht erreicht wurde. Aber auch die krisenresistenteren Bereiche Tiefbau und Wohnbau profitierten von der dynamischen Entwicklung und der gemäß WIFO-Konjunkturtest optimistischen Stimmung in der Bauwirtschaft.
