Budgeterstellung in Österreich während des Ausbruchs der COVID-19-Pandemie

Abstract

Die COVID-19-Krise hat deutliche Auswirkungen auf die öffentlichen Haushalte in Österreich. Ein Teil der Hilfsmaßnahmen im Umfang von 38 Mrd. € auf Bundesebene und von 1,4 Mrd. € auf Ebene der Bundesländer (insgesamt 9,9% des BIP von 2019) wird unmittelbar budgetwirksam. Zudem löst der COVID-19-bedingte Konjunktureinbruch automatische Mehrausgaben (z. B. Arbeitslosen- oder Sozialhilfezahlungen) und Mindereinnahmen an konjunkturreagiblen Abgaben bzw. Steuern aus (automatische Stabilisatoren). So wird sich das Maastricht-Defizit 2020 auf –7,4% und 2021 auf –3,3% des BIP erhöhen. Der Schuldenstand wird auf über 80% des BIP steigen. Aufgrund der Unsicherheit über die Dauer und Tiefe der Rezession sowie die Inanspruchnahme der Hilfsmaßnahmen ist auch die Budgetprognose mit großer Unsicherheit verbunden.
