EU und Mercosur – Auswirkungen eines Abbaus von Handelsschranken und Aspekte der Nachhaltigkeit

Abstract

Das 2019 vorgestellte Assoziierungsabkommen zwischen der EU und den Mercosur-Ländern (Argentinien, Brasilien, Paraguay, Uruguay) soll die Handelsbeziehungen verbessern und die Dynamik des induzierten Wirtschaftswachstums nutzen, um Ziele von gemeinsamem Interesse zu erreichen, die über die Intensivierung des Außenhandels hinausgehen. Die Waren- und Dienstleistungshandelsströme zeigen in den letzten Jahren einen leichten Exportüberhang Österreichs gegenüber dem Mercosur, während die EU insgesamt mehr importiert als exportiert. Der angestrebte Abbau von Handelsschranken wird das Wirtschaftswachstum in beiden Regionen etwas verstärken. Das Abkommen gibt Umweltthemen und Aspekten der nachhaltigen Entwicklung breiten Raum. Die öffentliche Kritik daran bemängelt jedoch die erwartete geringe Durchsetzungsmöglichkeit.
