Zu den Kosten der stationären Pflege im Bundesländervergleich

Abstract

Die öffentliche Diskussion über die Unterschiede zwischen den durchschnittlichen Kosten der stationären Pflege in den einzelnen Bundesländern basiert häufig auf Vergleichen und Erklärungen, die einer genauen Überprüfung nicht standhalten. Ziel dieses Beitrages ist eine Analyse der tatsächlichen Kostenunterschiede auf Basis statistischer Methoden, in der einerseits die teils beträchtlichen Unterschiede zwischen den Betreuungsstrukturen, aber auch den Lohn- und Immobilienpreisniveaus in den Bundesländern und andererseits eine Reihe von Einschränkungen hinsichtlich der Vergleichbarkeit der Daten der Pflegedienstleistungsstatistik berücksichtigt werden. Weite Teile der Streuung der Kosten je Verrechnungstag zwischen den Bundesländern können in einem einfachen Regressionsmodell mithilfe dieser Faktoren erklärt werden. Die ökonomisch bzw. statistisch nicht erklärbaren Kostenunterschiede zwischen den Bundesländern sind letztlich gering.
