Reform des fiskalischen Ausgleichs in Österreich: Stärkere Bezugnahme auf die Aufgaben von Ländern und Gemeinden

Abstract

Der hohe Stellenwert des Steuerverbundes zur Finanzierung der Aufgaben von Ländern und Gemeinden ist ein wesentliches Charakteristikum des österreichischen Finanzausgleiches. Im Grundsatz basiert die Verteilung der Mittel derzeit auf Länderebene auf der Bevölkerungszahl und auf Gemeindeebene auf dem abgestuften Bevölkerungsschlüssel. Die gegenwärtige Systematik der Mittelverteilung wird vermehrt kritisch hinterfragt. Problematisch erscheint, dass die Bevölkerungszahl nicht ausreichend mit der Belastung durch zugeordnete Aufgaben korreliert. Zusätzliche Indikatoren sind deshalb für die horizontale Mittelzuteilung bei der derzeitigen Aufgabenverteilung sinnvoll.
