Optionen zur Konsolidierung der öffentlichen Haushalte in Österreich. Ausgangslage und Erfolgsbedingungen

Abstract

Die österreichische Bundesregierung hat sich zum Ziel gesetzt, das Maastricht-Defizit bis 2013 auf 2,7% des BIP zu senken. Mittelfristig ist eine Konsolidierung der öffentlichen Haushalte erforderlich, um wieder budget- und wirtschaftspolitischen Handlungsspielraum zu gewinnen und um mögliche unerwünschte Verteilungswirkungen der Staatsverschuldung zu vermeiden. Kurzfristig dürfte die Konsolidierung nicht ganz ohne Auswirkungen auf den Arbeitsmarkt bleiben; längerfristig werden sich die Vorteile der Wiedergewinnung des wirtschaftspolitischen Spielraums auch auf den Arbeitsmarkt positiv auswirken. Eine Erfolgsbedingung für eine Konsolidierungsstrategie, die Wachstum und Beschäftigung längerfristig nicht dämpft, ist die begleitende Umsetzung einer "Aktivkomponente" in Form einer Forcierung von wachstumswirksamen Ausgaben. Auch sollten Maßnahmen zur Stützung des privaten Konsums und der Investitionen der Unternehmen ergriffen werden. Vor Konsolidierungsbeginn sollte ein "Impulspaket 2010" umgesetzt werden.
