Public Private Partnerships in Österreich. Aktuelle Bestandsanalyse und Trends

Abstract

Größere Public-Private-Partnership-Projekte wurden in Österreich bisher über ausgegliederte Gesellschaften des Bundes (SCHIG, ASFINAG) durchgeführt. Der Bund übernahm dabei ein relativ hohes Haftungsrisiko. Auch das Land Kärnten und die Gemeinden setzen für verschiedene Aufgaben PPP-Modelle ein, wie die Bestandsanalyse des WIFO im Rahmen einer Fragebogenerhebung zeigt. Dennoch ist die Verbreitung von Public Private Partnerships sehr gering. Die meisten Projekte betreffen die Bereiche Freizeit, Tourismus und Kultur sowie Bildung und Entsorgung. Die Finanzierung ist der mit am Abstand wichtigste Leistungsaspekt österreichischer PPP-Projekte, während Planung und Verwertung eine untergeordnete Rolle spielen. Vielfach werden PPP-Projekte aus finanzierungspolitischen Sachzwängen der öffentlichen Haushalte realisiert.
