Strategische und operative Governance von Forschung und Innovation – Herausforderungen und Möglichkeiten

Abstract

Österreich hat in den letzten Jahren seine Forschungs- und Entwicklungsquote im Sinne der Lissabon-Strategie der EU merklich gesteigert und ein ausgereiftes nationales Innovationssystem entwickelt. Die FTI-Politik wurde in den letzten 10 bis 15 Jahren deutlich umgebaut. Angesichts erhöhter Anforderungen an Problemlösungen durch Forschung, Technologie und Innovation muss die Funktionsfähigkeit der Regelungsmechanismen für Entwicklung und Umsetzung der FTI-Politik und deren Maßnahmen (Governance) nun überprüft werden. Im Rahmen der Systemevaluierung wurden Schwächen bisheriger Regelungen erhoben und Richtungsänderungen im Sinne einer zukunftsorientierten FTI-politischen Governance aufgezeigt. Erforderlich ist vor allem eine Anpassung von Strukturen und Prozessen. Anzustreben ist ein "Kulturwandel", der eine verbesserte Zusammenarbeit der Akteure und systematisches Lernen ermöglicht, um die Performance des österreichischen Innovationssystems zu optimieren.
