Bundesvoranschlag 2006: Schwerpunkte und Entwicklungslinien in längerfristiger Perspektive

Abstract

Der Bundesvoranschlag 2006 ist geprägt durch die Auswirkungen der Steuerreform 2004/05 und der hohen Arbeitslosigkeit auf den Bundeshaushalt. Das Maastricht-Defizit von Bund und Gesamtstaat geht daher 2006 nur leicht zurück. Ausgaben- und Einnahmenquote sinken für Bund und Gesamtstaat weiter. Der Anteil der Transferausgaben an den gesamten Bundesausgaben erhöht sich neuerlich. Dabei weisen die Familienleistungen seit 2000 den stärksten Anstieg auf. Weitere Schwerpunkte wurden auf der Ausgabenseite seit 2000 in den Bereichen Infrastruktur und Forschung gesetzt. Die Bedeutung von Einmalmaßnahmen auf der Einnahmenseite geht langfristig zurück. Die langfristige Tendenz eines steigenden Gewichts der indirekten Steuern wird 2006 etwas gebremst.
