Finanzierung des Bahnausbaus in sensiblen Zonen durch Straßenmauten

Abstract

Der Lkw-Verkehr nahm in Österreich im letzten Jahrzehnt fast doppelt so stark zu wie der Güterverkehr der Bahn. Die EU-Erweiterung und das Auslaufen des Ökopunktesystems werden das Wachstum des Straßenverkehrs weiter beschleunigen. Angesichts der negativen externen Effekte des Straßenverkehrs setzte in der europäischen Verkehrspolitik ein Umdenkprozess ein: Gemäß dem Vorschlag für eine neue Wegekostenrichtlinie kann der Bahnausbau in sensiblen Zonen durch einen Aufschlag auf die Lkw-Mauten auf den parallel dazu geführten Straßen querfinanziert werden. Die Erhöhung darf 25% der Mauttarife nicht überschreiten. Ausgehend von den Mauteinnahmen der Sondermautstrecken im Jahr 2003 könnte mit einem solchen Mautaufschlag über 20 Jahre rund ein Fünftel der im Generalverkehrsplan Österreich 2002 projektierten Ausbaukosten der Bahn in diesen Regionen finanziert werden.
