Agenda 2000: Neuregelung der EU-Finanzierung

Abstract

Der Europäische Rat in Berlin erzielte im März 1999 eine Einigung über die Agenda 2000. Er nahm die Vorschläge der EU-Kommission – mit wesentlichen Korrekturen – an. Zentrale Bestandteile der Agenda sind Reformen der Struktur- und Agrarpolitik sowie die mittelfristige Finanzierung der Union einschließlich der Finanzierung der Osterweiterung. In der Periode 2000 bis 2006 betragen die budgetierten Mittel für Zahlungen insgesamt 686 Mrd. €, um 79 Mrd. € weniger als im Kommissionsvorschlag. Bezogen auf das BSP der EU 15 ergibt dies einen Prozentsatz von 1,15%. Bei einer weiterhin geltenden Eigenmittelobergrenze von 1,27% des BSP verbleibt ein bedeutender Spielraum für unvorhergesehene Ausgaben. Für die EU 15 sind Mittel von 619 Mrd. € bzw. 1,03% des BSP budgetiert. Für die Vorbereitung der Beitrittswerber sind 0,04% des BSP der EU 15 vorgesehen, für die Erweiterung 0,08%. Dieser Wert steigt von 0,05% im Jahr 2002 auf 0,15% im Jahr 2006. Aus der Sicht der neuen EU-Mitgliedsländer ist die EU-Hilfe beachtlich: Bezogen auf das BSP dieser Länder ergibt sich im Jahr 2002 ein Wert von 1,42%, der bis zum Jahr 2006 auf 4,16% steigt.
