Koordination der Wirtschaftspolitik in der Wirtschafts- und Währungsunion

Abstract

Die Schaffung einer gemeinsamen Währung wirft eine Reihe von Fragen zur Koordination der Wirtschaftspolitik auf europäischer und auf nationaler Ebene auf. Die gegenwärtige Diskussion über die Art der Einbindung der unabhängigen Europäischen Zentralbank in ein größeres wirtschaftspolitisches Konzept geht letztlich auf ideologische Divergenzen zurück. Ob die zur Koordination vorgesehenen Einrichtungen, vor allem der Stabilitäts- und Wachstumspakt, in der Realität tragfähig sind, wird sich allenfalls erweisen, wenn der EWU-Raum in eine Rezession gerät. Die fehlende Koordinierung der nationalen Steuersysteme wird eine Tendenz zur einseitigen Harmonisierung auf nationaler Ebene fördern. Auf nationaler Ebene erscheint vor allem die Lohnpolitik zur Sicherstellung von Wachstum und Beschäftigung gefordert. Nationale Lohnpolitik wird allerdings durch zunehmende Integrationseffekte erschwert und ihr Zentralisierungsgrad tendenziell abgebaut. Nicht übersehen soll werden, daß außerdem die Gestaltung der Standortbedingungen einen mächtigen, wenngleich kaum kurzfristig wirksamen Aktionsparameter der nationalen Wirtschaftspolitik bilden kann.
