Erfolgreiche Haushaltssanierung, aber keine Verbesserung auf dem Arbeitsmarkt. Wirtschaftstendenzen in der EU 1997

Abstract

Das Wirtschaftswachstum betrug in der EU zwischen 1990 und 1997 real nur 2% pro Jahr – merklich weniger als in den Jahrzehnten zuvor. 1997 gewann die Konjunktur zunehmend an Dynamik, das Wachstum beschleunigte sich auf 2,6%. Die Wirtschaftspolitik war von den umfangreichen Bemühungen zur Erreichung der Konvergenzkriterien zum Eintritt in die Währungsunion geprägt. Diese Anstrengungen waren erfolgreich, die monetäre Konvergenz (Inflation, Zinsniveau) kam merklich voran, 14 von 15 Mitgliedstaaten konnten auch die Neuverschuldung der öffentlichen Haushalte unter 3% des BIP drücken. Wenig erfolgreich verlief die Entwicklung auf dem Arbeitsmarkt: Die Arbeitslosenquote verharrte auf 10¾%. Allerdings unterscheiden sich sowohl Niveau als auch Entwicklung der Arbeitslosigkeit erheblich zwischen den Mitgliedsländern.
